This quote means that if you think that you are not valuable because you don't have anything, doesn't mean that you are worthless because you can valuable and you wont have anything valuable but the important thing is that you have a heart filled with emotions and good deeds. For example, if you have valuable things and others don't notice, then that means that you have a bad reputation with other people. And even though you have good stuff, you don't have a good heart and no good deeds.And if you do have a good heart and even though you don't have anything valuable but people don't ignore you because you just don't have anything valuable. And then that means that you are valuable because you have the respects of others and they notice you and they don't mind you at all. And that means that you are valuable however you are.
